MdePkg BaseMemoryLibSse2: Convert Ia32/SetMem64.asm to NASM

The BaseTools/Scripts/ConvertMasmToNasm.py script was used to convert
Ia32/SetMem64.asm to Ia32/SetMem64.nasm
