EdkCompatibilityPkg: Fix GCC error to avoid the duplicated global variables
SmmBaseHelper uses the same name global variables to the one in SmmMemoryAllocateLib. Update SmmBaseHelper to use SmmMemLib SmmIsBufferOutsideSmmValid().
