EmbeddedPkg/TimeBaseLib: Add function to check Timezone and Daylight
This adds two functions IsValidTimeZone() and IsValidDaylight() to check the time zone and daylight value from EFI time. These functions are retrieved from the RealTimeClockRuntimeDxe module as they reduce duplicated code in RTC modules.
