EmbeddedPkg: Introduce HardwareInterrupt2 protocol
The existing HardwareInterrupt protocol lacks the means to configure the level/edge and polarity properties of an interrupt. So introduce a new protocol HardwareInterrupt2, and add some new members that allow manipulation of those properties.
