MdeModulePkg Core: Support FFS_ATTRIB_DATA_ALIGNMENT_2

Follow PI 1.6 spec to support FFS_ATTRIB_DATA_ALIGNMENT_2 for
FFS alignment extended to support maximum 16MB.
