MdePkg BaseMemoryLibOptPei: Convert Ia32/ScanMem64.asm to NASM

The BaseTools/Scripts/ConvertMasmToNasm.py script was used to convert
Ia32/ScanMem64.asm to Ia32/ScanMem64.nasm
