OvmfPkg: remove Bios Video PCDs 

PcdBiosVideoSetTextVgaModeEnable, PcdBiosVideoCheckVbeEnable and
PcdBiosVideoCheckVgaEnable are unused at this point, remove them.

This shrinks the list of resources scheduled for removal to:

- GUIDs (protocols or otherwise):
  - gEfiLegacyBiosGuid
  - gEfiLegacyBiosProtocolGuid

- headers:
  - FrameworkDxe.h
  - Guid/LegacyBios.h
  - Protocol/LegacyBios.h
