PcAtChipsetPkg: Move RTC PCD to dynamic PCD

In order to remove RTC_INDEX/RTC_TARGET from
the UplBuild macro list,change the RTC_INDEX
/RTC_TARGET type from PcdsFixedAtBuild to PcdsDynamicEx
