StandaloneMmPkg: Add a new MmCommunicationDxe driver

Add a new MmCommunicationDxe driver. The driver is to:
  
1.Install gEfiMmCommunication2ProtocolGuid
  
2.Install gEfiMmCommunicationProtocolGuid
  
3.Create the notifications of some protocols and event that
    the Standalone Mm requires
