ArmPkg: Remove BasePeCoffLib
ArmPkg contains unused and outdated code for runtime PE/COFF image relocation. - Use the version in MdePkg instead. - Remove references to this package from BeagleBoardPkg. ArmPkg/BasePeCoffLib was added to deal with MOVT instruction that was not part of the PE/COFF specification at that time.
