Add 2 functions to UefiLib library class: CatSPrint and CatVSPrint.
Implement these functions in the UefiLib instance. Add 2 functions to PrintLib library class: SPrintLengthAsciiFormat and SPrintLength. Implement these functions in the BasePrintLib instance and the DxePrintLib2Protocol instance.
