OvmfPkg/PlatformPei: remove mFeatureControlValue

Use PlatformInfoHob->FeatureControlValue instead.
OnMpServicesAvailable() will find PlatformInfoHob using
GetFirstGuidHob() and pass a pointer to the WriteFeatureControl
callback.
