UefiCpuPkg/MtrrLib: Reduce hardware init when program fixed MTRRs
When MtrrSetMemoryAttribute() programs fixed MTRRs, it may disable/enable cache and disable/enable MTRRs several times. This updating tries to do operation in local variable and does the hardware initialization one time only.
