BaseTools has been duplicating and adapting code that is defined in
MdePkg and MdeModulePkg. This leads to desync issues where the same
symbols may be backed by different functions with slightly different
semantics and also fixes that apply only to BaseTools or only to MdePkg
and MdeModulePkg.
To address these issues, update BaseTools/Source/C to utilize the code
from MdePkg and MdeModulePkg.

Today for SEC core(not VTF-0), GenFv finds free 4K aligned space in
FV for AP waking vector and JMP to 4G-30h in the waking vector.
There is no usage of this today. Remove the logic to avoid confusing
and save spaces in reset vector.

If operation Werro is turned on when compiling BaseTools, the
multi-brackets warning will be reported. This issue is comes from on of
the LoongArch enabled patche. Removed extra pairs brackets to fix it.

64bit FSP FV map file cannot be created correctly when using CLANG
compiler. When compiling 64bit FSP with CLANG, there is no prefix
symbol '_' added to function name. Hence FSP FV map file cannot be
created properly. Updated the if condition for CLANG in GenFv to
get the issue fixed.

Change GenFv for Arm architecture to generate a specific jump
instruction as image entry instruction, when the target entry label
is assembled with Thumb instruction set. This is possible since
SecCoreEntryAddress value fetched from the PE32 has its LSBit set when
the entry instruction executes in Thumb mode.

For a source-level BIOS debugger the .map files are quite useful with one
major shortcoming: the debugger cannot know, solely from the .map file,
the format (PE/COFF vs. TE) of the image included in the final BIOS ROM

If the top FFS is placed in FV image, current FV will show there is no space.
In fact, the pad ffs in FV image can be regarded as the spare space.
This change reports the max pad ffs size as the spare space for use.

Account for rebase of FV section containing VTF file on IA32/IA64.
This supports cases where the reset vector may not be set at 0xFFFFFFF0.
For example, FV section defined as:

Instead of only handling SEC Core or PEI Core instances in the outer FV,
the GenFv tool will now recurse into FV image FFS files to look for instances
in encapsulated FVs so the vector area can be updated appropriately.
