BaseTools has been duplicating and adapting code that is defined in
MdePkg and MdeModulePkg. This leads to desync issues where the same
symbols may be backed by different functions with slightly different
semantics and also fixes that apply only to BaseTools or only to MdePkg
and MdeModulePkg.
To address these issues, update BaseTools/Source/C to utilize the code
from MdePkg and MdeModulePkg.

The python BaseTools/Edk2ToolsBuild.py creates files in
BaseTools/BaseToolsBuild and should be ignored.

Configure .gitignore file to ignore Bin/Win32 and Lib directory.
Those two directories are generated when BaseTools are compiled at Windows.

While edk2 is still maintained in SVN, Many edk2 developers use git
for their main workflow, using the official mirrors.
Add a .gitignore to the EDK II root, BaseTools and Conf directories to
prevents files generated as part of the build from cluttering up "git
status" output.
