Adds a new module (dynamic shell command) to ShellPkg that lists
variable policy information for all UEFI variables on the system.
Some other UEFI variable related functionality is also included to
give a greater sense of platform UEFI variable state. This command
is intended to help make variable policies more transparent and
easier to understand and configure on a platform.
Like all dynamic shell commands, a platform only needs to include
`VariablePolicyDynamicCommand.inf` in their flash image to have
the command registered in their UEFI shell.
Include the following lines in platform DSC (in DXE components section):

A standalone UEFI application can also be built that uses the same
underlying functional code as the dynamic shell command.

MdeLibs.dsc.inc was added for some basic/default library
instances provided by MdePkg and RegisterFilterLibNull Library
was also added into it as the first version of MdeLibs.dsc.inc.
So update platform dsc to consume MdeLibs.dsc.inc for
RegisterFilterLibNull which will be consumed by IoLib and BaseLib.

Introduce the ShellSortFileList() function, for sorting an
EFI_SHELL_FILE_INFO list, by FileName or by FullName.
Duplicates can be kept in the same list, or separated out to a new list.
In either case, the relative order between duplicates does not change (the
sorting is stable).
For the sorting, use OrderedCollectionLib rather than SortLib:
- The PerformQuickSort() function from the latter has quadratic worst-case
time complexity, plus it is implemented recursively (see
"MdeModulePkg/Library/UefiSortLib/UefiSortLib.c"). It can also not
return an error on memory allocation failure.
- In comparison, the Red-Black Tree instance of OrderedCollectionLib sorts
in O(n*log(n)) worst-case time, contains no recursion with the default
PcdValidateOrderedCollection=FALSE setting, and the OrderedCollectionLib
class APIs return errors appropriately.
The OrderedCollectionLib APIs do not permit duplicates natively, but by
using lists as collection entries, stable sorting of duplicates can be
achieved.

Introduce an http client utilizing EDK2 HTTP protocol, to
allow fast image downloading from http/https servers.
HTTP download speed is usually faster than tftp.
The client is based on the same approach as tftp dynamic command, and
uses the same UEFI Shell command line parameters. This makes it easy
integrating http into existing UEFI Shell scripts.
Note that to enable HTTP download, feature Pcd
gEfiNetworkPkgTokenSpaceGuid.PcdAllowHttpConnections must
be set to TRUE.

Simple application wrapper that invokes the shell
command wrapper for 'acpiview'.
This allows the AcpiView functionality to be used
on platforms with older specifications of the UEFI
shell or where the 'acpiview' command is not built in
due to platform build configuration.
Furthermore, this app can be integrated into more comprehensive
testing frameworks as a single component of a more thorough
specification compliance validation strategy.

The UefiShellAcpiViewCommandLib is converted from NULL library to a
named library so that it may be used in modules other than shell.
The library interface exposes the main method for to AcpiView
functionality as well as a helper method to dump a buffer to a file.
The Shell module is still built by pulling UefiShellAcpiViewCommandLib
as a NULL library to preserve the modularity of shell builds.

the Shell binaries as a NULL library resolution, to avoid build
errors when the compiler injects stack integrity checks.

DxeSmmPerformanceLib previously is used by DP tool.
But in new pweformance infrastructure, we have updated
Dp tool to get the performance data from firmware
performance data table in ACPI.
So remove the usage of DxeSmmPerformanceLib here.

TimerLib had to be resolved in commit 5ab97a64b5 ("ShellPkg/bcfg: Add
Shell Spec 2.2 modification functionality", 2017-03-01) because:
- the BCFG command started making calls to UefiBootManagerLib
(EfiBootManagerVariableToLoadOption(),
EfiBootManagerLoadOptionToVariable(), EfiBootManagerFreeLoadOption()),
- and "MdeModulePkg/Library/UefiBootManagerLib/UefiBootManagerLib.inf"
depended on TimerLib.
Because TimerLib is platform-specific, but "ShellPkg/ShellPkg.dsc" is
meant to produce a UEFI shell binary that is platform-independent (see
"ShellBinPkg/ReadMe.txt"), we resolved TimerLib to
"BaseTimerLibNullTemplate.inf". (TimerLib functionality was never actually
needed on UefiBootManagerLib code paths that were exercised by the shell /
BCFG.)
Thanks to the last patch, UefiBootManagerLib no longer depends on
TimerLib, thus we can drop the TimerLib resolution entirely.

When dynamic command drivers are built into FV and start during
boot, they fails. Because Shell protocol doesn't exist during boot.
The patch sets Shell protocol and also set PcdShellLibAutoInitialize
to FALSE to ensure that
1. Shell protocol check doesn't happen in driver's entry point.
2. Driver can get the Shell protocol in DynamicCommand.Handler().

for the purpose to extend internal command.
So dp command is changed from NULL class library to be a driver
producing DynamicCommand protocol.
The guideline is:
1. Only use NULL class library for Shell spec defined commands.
2. New commands can be provided as not only a standalone application
but also a dynamic command. So it can be used either as an
internal command, but also as a standalone application.
DpApp.inf is to provide a standalone application.
DpDynamicCommand.inf is to provide a standalone driver producing
Dynamic Command protocol.

Current UefiDpLib implementation depends on TimerLib,
as different platforms may implement and use their
own TimerLib, it makes the dp command needs to be built
by platform. The TimerLib dependency can be removed by
using performance property configuration table to make
UefiDpLib to be generic.

In multiple root bridge platforms, different root bridges may
share the same segment but occupy different range of buses,
or may occupy different segments.
The fix is to find the correct root bridge IO instance by
comparing not only the segment but also the bus ranges.
It tries to access the MMIO and IO in the following order:
PciRootBridgeIo, CpuIo and direct IO.

A specific network interface can be chosen in case there are multiple
interfaces.

This command is only included in the build with command line option "-D INCLUDE_DP". The user must also update the DSC with appropriate library instances that match the platform for the build to succeed.
