Replace BSD 2-Clause License with BSD+Patent License.  This change is

8a63e4e9ec MdePkg BaseLib: Convert X64/ReadEs.asm to NASM 
The BaseTools/Scripts/ConvertMasmToNasm.py script was used to convert
X64/ReadEs.asm to X64/ReadEs.nasm
