Python3 migration is the fundamental change. It requires every developer
to install Python3. Before this migration, the well communication and wide
verification must be done. But now, most people is not aware of this change,
and not try it. So, Python3 migration is reverted and be moved to edk2-staging
Python3 branch for the edk2 user evaluation.

Move "ImageBinDict" from GenFds.py to GenFdsGlobalVariable.py so that we
can remove the requirement to import GenFds.GenFds in Capsule.py, Fd.py and
Fv.py. This breaks the following circular imports:
* GenFds.FdfParser => GenFds.Capsule => GenFds.GenFds => GenFds.FdfParser
* GenFds.FdfParser => GenFds.Fd => GenFds.GenFds => GenFds.FdfParser
* GenFds.FdfParser => GenFds.Fd => GenFds.Fv => GenFds.GenFds =>

1. when inf file is binary module, not generate makefile,
so need generate ffs with previous method.
2. generate Ui section maybe override and the string is not
$(MODULE_NAME)
like as:
INF RuleOverride = UI MdeModulePkg/Application/UiApp/UiApp.inf
3. Trim generate incorrect Offset.raw when some vfr not generate .lst
file in Debug directory, Trim get the VFR name with the .c files
replacement.
4. fix some depex file not generate issue

requirement, we extend FFS alignment to 16M.

Fix the bug for RAW file to support Align=32 and Align=64. Current FDF
spec FfsAlignmentValues support this two values, while it is not the
valid value for GenFfs. So this patch add the logic to handle it.

the original --pcd feature can override the Pcd value when build the
source driver, while it missed the binary driver. this patch add the
support to patch the binary efi for --pcd feature.

Current GenFds Tool class GuidSection() is parsing the tools_def.txt for
every GUID'ed section that has a GUID defined tool, it cause a bad
performance. so this patch cache the defined Guid tool to improve the
performance.

WORKSPACE is still kept.
New PACKAGES_PATH is introduced to specify the additional WORKSPACEs.
In PACKAGES_PATH, ';' is separator in Windows, ':' is separator in Linux.
Build directory is in WORKSPACE. Package, BaseTools and Conf directory
will be found from WORKSPACE and PACKAGES_PATH.
In implementation, BaseTools adds MultipleWorkspace class for
the file path conversion from WORKSPACE and PACKAGES_PATH.

1. set WORKSPACE=Root\edk2
