Currently, the FV image size is not enough for the modules after
we enable some flags defined in Nt32Pkg.dsc, e.g:
DEFINE SECURE_BOOT_ENABLE = TRUE
DEFINE TLS_ENABLE = TRUE
DEFINE NETWORK_IP6_ENABLE = TRUE
This patch is to increase the size of FLASH Device to meet the requirement.

1. The signature of working block header needs to be updated to gEdkiiWorkingBlockSignatureGuid because FTW write header and record has be updated and exposed to support crossing archs.
2. PEI variable has been updated to depend on FaultTolerantWritePei to robustly handle crashes during Reclaim(), so add FaultTolerantWritePei.inf in *.dsc and *.fdf.

If –D SECURE_BOOT_ENABLE is specified with the build command, Secure Boot support is enabled including custom mode setup.
This allows Secure Boot to be configured through setup allowing Nt32Pkg to be a fully functional Secure Boot reference platforms.

2. move VariableFormat.h into GUID directory and change the “Signature” field of the VARIABLE_STORE_HEADER to gEfiVariableGuid value.
3. merging VARIABLE_INFO_ENTRY structure into the new Include/Guid/VariableFormat.h
4. change gEfiVariableInfoGuid into gEfiVariableGuid.
5. modify FDF files to use new guid value instead of the original signature.
6. all code related to signature is changed to use guid value.
