For now, PlatformRecovery doesn't work if OsIndications variable
doesn't exist, which is wrong.
According to the UEFI specification section 3.4.1 and 3.4.2, if
processing of BootOrder does not result in success, the OsRecovery
and PlatformRecovery options should still be processed regardless of
the existence of the OsIndications variable.
Therefore, update the code to check PcdPlatformRecoverySupport instead
of the value of OsIndications variable (PlatformRecovery) to fix
this issue.

Commit 2de1f611be introduced a regression
whereas platforms that did set PcdPlatformBootTimeOut to 0 are now getting
an unexpected call to PlatformBootManagerWaitCallback().
This patch also ensures that, if PcdPlatformBootTimeOut is 0xFFFF we don't
call PlatformBootManagerWaitCallback() with a zero argument as doing so
would produce an unwarranted jump to full progress completion which is
likely to throw off users.

The existing loop is set to call PlatformBootManagerWaitCallback every
second except the last one. We believe this is a mistake as it prevents
the called code from performing timeout expiration tasks such as, for
instance, ensuring that the last segment of a progress bar is displayed
before continuing (which is a current issue for the RPi3 platform).

Use the PcdPlatformRecoverySupport to control the function
of platform recovery in BDS.
First, set the variable's ("OsIndicationsSupported")
EFI_OS_INDICATIONS_START_PLATFORM_RECOVERY bit base on the pcd.
It would affect the variable "OsIndications".
While the platform does not support the platform recovery,
it is inappropriate to set a PlatformRecovery#### variable. So
skip setting the variable. But it should remain the behavior of
booting from a default file path (such as \EFI\BOOT\BOOTX64.EFI)
to be compatible with the previous version UEFI spec.
Add memory check before build platform default boot option. If
fail to allocate memory for the defualt boot file path, put the
system into dead loop to indicate it is unable to boot.

Under the following scenario:
- no UEFI bootable application available anywhere in the system,
- ... not even for the default platform recovery option,
- no shell is built into the firmware image,
- but UiApp is available in the firmware image,
we should preferably not just hang in BdsEntry() with:
DEBUG ((EFI_D_ERROR, "[Bds] Unable to boot!\n"));
CpuDeadLoop ();
while the user sits at the TianoCore logo page, wondering what's going on.
Print an informative message to the console, wait for a keypress, and then
return to the Boot Manager Menu forever.

Current implementation deletes the "BootNext" before calling
any PlatformBootManagerLib APIs, but if system resets in
PlatformBootManagerLib APIs, "BootNext" is not consumed but lost.
The patch defers the deletion of "BootNext" to before booting it.

Current implementation always creates PlatformRecovery0000
pointing to \EFI\BOOT\BOOT$(ARCH).efi but it may overwrite
PlatformRecovery#### created before (maybe by a DXE driver).
The patch only uses the smallest unused option number for
the \EFI\BOOT\BOOT$(ARCH).efi PlatformRecovery#### to avoid
overwriting already-created PlatformRecovery####.

only depends on the Status returned from

This is a enhancement to support the case when platform firmware
doesn't support Boot Manager Menu. For now, if BootManagerMenu FFS
can not be retrieved from FV, BDS core code will still register a
boot option for it. Then, this non-functional boot option will
still be booted by user's request (like HotKey or Exit from shell)
to cause additional boot time and error status code reported.
Therefore, it would be good to skip BootManagerMenu boot option
registration and then return error status and Invalid BootOption
data for this case so that the BootManagerBoot() or other consumers
can directly return without doing anything.
