* When build a DHCP message in function DhcpSendMessage() or DhcpRetransmit(),
a new NET_BUF is created by the library of NetbufFromExt, but it's not freed
after it is sent out. This patch is to fix this memory leak issue.
V2:
* Since packet has already been referred by DhcpSb->LastPacket, and will be
freed when sending another packet or clean up, there is no need to add an
extra free function in NetbufFromExt.

Fix git 59a8cfd4 (SVN r17869) removes DHCP4.TransmitReceive()and DORA
process dependency, but it updated TransmitReceive() to take the ownership
of DhcpSb->ActiveChild but never release it. This will break the retransmit
and lease time out counter of DORA.
To fix that, TransmitReceive() doesn't need to be the ActiveChild, and the
timer routine should be updated to handle the TransmitReceive specially.

2. Retrieve the IP information after iSCSI TCPv6 connection established and fill it into iBFT table.

Misuse of retransmisson of DHCPDISCOVER in Dhcp4 drive, the root cause is that DHCP doesn't retransmit discover message when timeout.
