1. removed BaseTimerLibLocalApic from MdePkg and Nt32TimerLib from EdkNt32Pkg.
2. added BaseTimerlibNullTemplate in MdePkg and SecPeiDxeTimerLibCpu in MdePkg.
3. modified the related spd and fpd files
