This fix changes line endings of LcdHwNullLib.c to DOS
style line endings from UNIX style line endings to meet the
EDK2 coding standard. Note it also fixes an end of line
whitespace.

Add the declaration and include file for the new LcdHwLib library class,
which will allow us to abstract away from platform variations in the
LCD graphics output driver.
