The QemuFwCfgSecLib library instance
- is stateless,
- has no library constructor,
- is available to SEC client code,
- must be queried with QemuFwCfgIsAvailable() before use,
- is restricted to SEC in order to limit the explicit querying
requirement. (There is no current user.)
