Currently the HTTP DNS Retry Interval is 2 second and no retry attempt.
If DNS response can't arrive in 2 second, the DNS request is failed,
and then HTTP boot is failed.
In order to resolve this issue, Add PCDs to support RetryCount
and RetryInterval configured in Platform.

HTTP boot has a default set forced timeout value of 5 seconds
for getting the recovery image from a remote source.
This change allows the HTTP boot flow to get the IO timeout value
from the PcdHttpIoTimeout.
PcdHttpIoTimeout value is set in platform code.

According to UEFI spec, iSCSI HBA must install an AIP instance
with network boot information block. This patch updates UEFI
iSCSI driver to check whether there are AIP instances installed
by iSCSI HBA adapter and if yes, the UEFI iSCSI driver will return
EFI_ABORTED in its driver binding Start(). Also the patch
introduces a PCD PcdIScsiAIPNetworkBootPolicy for
platform owner to define particular policy when the iSCSI HBA
will survive and UEFI iSCSI will fail. The default policy is
STOP_UEFI_ISCSI_IF_AIP_SUPPORT_OFFLOAD which means that when ISCSI HBA
adapter installs an AIP and claims it supports an offload engine
for iSCSI boot, the UEFI iSCSI driver will return EFI_ABORTED.
The patch V2 adds a new value ALWAYS_USE_UEFI_ISCSI_AND_IGNORE_AIP
to PCD PcdIScsiAIPNetworkBootPolicy. This allows the platform to
avoid running into buggy IHV drivers that have issue with AIP.

5. Add PACKAGE_UNI_FILE UNI file that contains the localized Abstract and Description of a package and localized strings associated with PCDs.
a. Addresses an information gap between DEC files and the UEFI Distribution Packaging Specification XML schema
b. There will be an associated update to UPT in BaseTools to consume PACKAGE_UNI_FILE and associated UNI file during UDP creation that performs the DEC -> XML conversion.
c. There will be an associated update to UPT in BaseTools to produce PACKAGE_UNI_FILE and associated UNI file during UDP installation that performs the XML -> DEC conversion.
6. Add Package Extra UNI file that provides the localized Name of a package.
a. [UserExtensions.TianoCore."ExtraFiles"] provides an easy method for a package to specify extra files to be added to a UDP without having to list the files in the UPT package information data file.
b. There will be an associated update to UPT in BaseTools to package up files listed in [UserExtensions.TianoCore."ExtraFiles"] during UDP creation.
c. UNI file contains localized name of a package to go along with the localized Abstract and Description from the PACKAGE_UNI_FILE.
