"Token" is passed through the perf entry, it's may be NULL.
So we need to add NULL pointer check before reference it.

In PerformanceLib, Identifier is for single PERF, not the pair of PERF.
When find the matched START and END pair, the identifier will not be checked.

The maximum number of PEI performance log entries is 255.
Add a new PCD, PcdMaxPeiPerformanceLogEntries16, to increase the maximum
number of PEI performance log entries.

1. Search from the first entry can be changed to Search from the end entry, because most End just follows its Start.
2. Match Start and End entry, the first comparison can be changed from Handle to EndTimeStamp, because only zero EndTimeStamp is required to be matched.
