AppendDesc() should have a prefix implying its containing library,
VirtioLib. Update its sole client VirtioBlkDxe.

Introduce a new library called VirtioLib, for now only collecting the
following reusable functions with as little changes as possible:
- VirtioWrite()
- VirtioRead()
- VirtioRingInit()
- VirtioRingUninit()
- AppendDesc()
