Cache maintenance operations by set/way are not broadcast, and operate
on individual architected caches, making them suitable only for
en/disabling cache levels, which is the job of secure firmware, to be
carried out while the CPU in question is not taking part in the
cache coherency protocol.
Managing the clean/dirty state of a memory range can only be done using
cache maintenance by virtual address.
So drop the set/way handling from ArmLib for ARM and AARCH64, as there
is no context where it can be used correctly from EDK2.

AsmMacroIoLib.h and AsmMacroIoLibV8.h are used by the
CompilerIntrinsicsLib, which is moving to MdePkg. These
functions provide standard definitions for ARM/AARCH64
assembly code, respectively, and so are moved to the arch
directories in MdePkg to avoid MdePkg having a
dependency on ArmPkg.
Now that the files are in Arm/ and AArch64/ directories,
the filenames are changed to AsmMacroLib.h as we can
distinguish the architecture from the path.
AsmMacroIoLib.inc is unused and so is removed.

Split the ARM permission fields in the short descriptors into an access
flag and AP[2:1] as per the recommendation in the ARM ARM. This makes
the access flag available separately, which allows us to implement
EFI_MEMORY_RP memory analogous to how it will be implemented for
AArch64.

Clang 7 complains about the vmsr instruction in ArmV7Support.S,
which is only available on cores that implement some flavour of
VFP. So set the .fpu to NEON like we do in some other places.

For historical reasons, the files under ArmLib are split up into 'common'
files under Common/, containing common C files as well as AArch64 and Arm
specific asm files, and ArmV7 and AArch64 files under ArmV7/ and AArch64/,
respectively. This presumably dates back to the time when ArmLib supported
different revisions of the 32-bit architecture (i.e., pre-V7)
Since the PI spec requires V7 or later, we can simplify this to Arm/ and
AArch64, which aligns ArmLib with the majority of other modules that carry
ARM or AArch64 specific code.
So move the files around so that shared files live at the same level as
ArmBaseLib.inf, and ARM/AArch64 specific files live in Arm/ or AArch64/,
respectively.
