change the control flow on IScsiExecuteScsiCommand function

The original design incorrectly uses a timer (its span is usually 2 seconds) to ensure the timely execution of CMD PDU send by initiator. For example: When initiator delivers a CMD PDU(WRITE command) in which the ExpDataXferLength filed is larger than DataSegmentLength field, according to ISCSI protocol spec, the target will respond it with a R2T PDU which is followed by a sequential DATA-OUT PDUs. In this situation, the original code may loop to deal with the arrival packet until initiator receives a RESPONSE PDU or the timer is expired. This way may cause the bigger file is more likely to fail.

1. some code fragments refer to Data field will pointer + sizeof (BBS_TYPE) + sizeof (UINT16).

1) Enable GraphicsConsole module to support a legacy platform which only produce UGA protocol. Under such system, HiiFont->StringToImage is used to draw the string to blt buffer first. Then, UGA->Blt is used to draw to the physical devices.

Fix two issues:
...
1. The default with of hex value is 0 according to MdeLib spec. If we expect it to be 16, we need to state it in the format string explicitly.
2. For UnicodeSPrint, the output buffer size of 0 will not print anything to the buffer according to MdeLib spec. We need to specify the maximum possible buffer size.

2) Add HEADER_VALID_ONLY state of variable, which represents only the header is valid and the data/name is stale. This may be caused by incomplete data updating. Adding the state helps to check whether the header is valid. If variable header is valid, then we must skip the data of variable with the valid size. If the header is invalid, we should only skip the header of variable.

1) Fix the bug that Variable Cache Search does not be protected by lock during boot time. It potentially results in the info from GetVariable() is not correct.

2) Check the integrity of Variable header. In original implementation, if not whole header is correct, then the variable will be treat as invalid. typically, if the NameSize has been programed but the DataSize not, then the variable storage would failed to set new variable.
3) Change the Variable Header Alignment from 1 to 4 bytes on x86. It avoids the DataSize or NameSize cross two blocks. For example, in original implementation, if the NameSize crosses two block, when the FLASH manipulation is interrupted after programed HSB of NameSize and prior to program LSB of NameSize on next block, then the invalid variable header will result in the Variable Storgae broken.

MdeModule cleanup for PI:

1) PeiMain:
- Use PCD for bundle of status code which definitions are put into MdePkg.dec file.
2) DxeMain:
- Use PCD for bundle of status code which definitions are put into MdePkg.dec file.
- Do not produce SectionExtraction protocol which is belong to IntelFramework specification.
- Update many macro for PI specifications.
3) DxeIpl
- Use PCD for bundle of status code which definitions are put into MdePkg.dec file.
4) Add SectionExtractionDxe module (IntelFrameworkModulePkg)
- This module will produce EFI_SECTION_EXTRACTION_PROTOCOL defined in framework specification. If a old platform want to use this protocol, then this platform need dispatch this DXE driver.

Remove the special logic on EFI_PCI_DEVICE_ENABLE in PciBus driver. And update drivers that use this macro. The reason is that

PciIoAttributes() in PciIo.c treats EFI_PCI_DEVICE_ENABLE specially so that when EFI_PCI_DEVICE_ENABLE is passed in, only the supported bits of driver will be enabled. Now many drivers use EFI_PCI_DEVICE_ENABLE to enable PCI device even if some of them don't support some of the attributes like EFI_PCI_IO_ATTRIBUTE_MEMORY. This doesn't conform to UEFI 2.0 spec.

0) Change the PEI core behavior to not install FV HOB for each FV INFO PPI installed. This allows more freedom to platform developer to choose to expose which FV to PEI core or DXE core.
...
1) Split MdePkg/Include/Library/PiLib.h to DxePiLib.h and PeiPiLib.h. These two library classes are for DXE phase and PEI phase.
2) Update the API names in DxePiLib and PeiPiLib to be longer ones to be more meaningfull and to avoid name collisions.
