Replace the elaborate but awkward handling of FDT images using device
paths and string PCDs initialized to 128 spaces with a simple scheme
involving a set of builtin DTBs and a bit of runtime logic to select
between them.
This is sufficient for ordinary use, which makes it more suitable as
reference code. Note that overriding the DTB presented to the OS can
easily be done with a UEFI application that simply installs a new DTB
image under the existing FDT configuration table GUID.
For this module, this simply involves removing all code that is involved
in deciding which platform we are running on, and for reasoning about
FDT device paths.

This reverts commit SVN rev17862.
The former commit was breaking the build when DTB_DIR is defined.
It has been the patch would be reverted for the time being.

On the FVP base and foundation models, the default file name
used to retrieve the FDT depended on the values assigned to
model parameters (GIC related model parameters).
Now, in addition to the fallback "fdt.dtb" file name (used for legacy
reason), only one default file name is used :
- "fvp-base.dtb" for the base model.
- "fvp-foundation.dtb" for the foundation model.

This adds support to the ArmVExpressPkg platforms to load their
device tree binary from a Firmware Volume if one is found that
matches the current platform. If none is found, the existing
logic to find a FDT by name from a file system is retained as
a fallback.

Use the command to load and start a ARM Executable File from mass storage.
This is basically just an ELF file. The program is copied to memory and
the Entrypoint is called. Control is not expected to return back to the
Shell. This has only been tested on AArch64 with a limited set of AXF
