In function GetSectionFromAnyFvByFileType, the input parameter "Buffer"
and "size" should not be NULL, so add ASSERT here to avoid any checker
report that the NULL pointer may be used.

* Remove IPF from VALID_ARCHITECTURES comments.
* Remove DXE_SAL_DRIVER from LIBRARY_CLASS in [Defines] section.
* Remove the INF which only listed in [Components.IPF] section in DSC.
* Remove statements from [BuildOptions] that provide IPF specific flags.
* Remove any IPF sepcific sections.

* Remove [Includes.IPF] section from Dec.

Add a routine to DxeServicesLib that abstracts the allocation of memory
that should be accessible by PEI after resuming from S3. We will use it
to replace open coded implementations that limit the address to < 4 GB,
which may not be possible on non-Intel systems that have no 32-bit
addressable memory at all.

The FvHandle input to InternalGetSectionFromFv() may be NULL,
then ASSERT will appear. It is because the LoadedImage->DeviceHandle
returned from InternalImageHandleToFvHandle() may be NULL.
For example for DxeCore, there is LoadedImage protocol installed
for it, but the LoadedImage->DeviceHandle could not be initialized
before the FV2 (contain DxeCore) protocol is installed.
This patch is to update InternalGetSectionFromFv() to return
EFI_NOT_FOUND directly for NULL FvHandle.

2. Add MODULE_UNI_FILE file that contains the localized Abstract and Description of a module.
a. Addresses an information gap between INF files and the UEFI Distribution Packaging Specification XML schema
b. There will be an associated update to UPT in BaseTools to consume MODULE_UNI_FILE and associated UNI file during UDP creation that performs the INF -> XML conversion.
c. There will be an associated update to UPT in BaseTools to produce MODULE_UNI_FILE and associated UNI file during UDP installation that performs the XML -> INF conversion.

This includes usage information for Protocols/PPIs/GUIDs/PCDs/HOBs/Events/BootModes.
The syntax for usage information in comment blocks is defined in the EDK II Module Information (INF) Specification

This function supports loading via these interfaces, in order:
* gEfiFirmwareVolume2ProtocolGuid
* gEfiSimpleFileSystemProtocolGuid
* gEfiLoadFile2ProtocolGuid
* gEfiLoadFileProtocolGuid
Previously, if a device path supported any of these interfaces,
it would only check that interface. (If it failed to load via
that interface, it would not move on and check the others.)
This change causes the other interfaces to still be checked if
the previous ones fail.
