c0a00b1438 IntelFrameworkModulePkg: Replace BSD License with BSD+Patent License

Replace BSD 2-Clause License with BSD+Patent License.  This change is

a2b35995ca 1, Retired PCD PcdSupportHardwareErrorRecord, because as UEFI specification said, if PcdHardwareErrorRecordLevel is 0, platform does not provide feature of hardware error record. 
2, Move PcdHardwareErrorRecordLevel to IntelFrameworkModulePkg
3, Change PCD type to dynamic, Platform integrator need set this PCD type as HII type PCD mapped to variable L"HwErrRecSupport".

5c08e11737 Move BdsDxe and GenericBdsLib to IntelFrameworkModulePkg, these modules need dependent on gEfiLegacyBiosProtocol to provide legacy boot support. But legacy boot is not described by PI/UEFI specification.
