BaseTools now raises an error when a PCD is not declared in a DEC.
This change:
- Remove undeclared PCDs
- Add PCD declaration to DEC file

The MMC controller is accessible through the ARM RTSM model.
A filesystem can be added on a MMC file to be accessible through the
UEFI firmware running on RTSM.
