1) Add DebugMask.h that defines the GUID and Protocol used by the "err" EFI Shell command to get/set the global mask and get/set the module scoped masks
2) Add DxeDebugPrintErrorLevelLib that provide an implementation of the DebugPrintErrorLevbel library classes that uses the GUID and Protocol defined in DebugMask.h to "err" EFI Shell compatibility.
3) Add default mapping for the DebugPrintErrirLevelLib to the DSC file for this package.

2) Update BaseSerialPortLib16550 to use this new PCD.
This addresses an issue that was introduced on Feb 3, 2011 when all references to Carrier Detect(CD) were removed from the BaseSerialPortLib16550. When that change was made, a target would block on the first Tx operation if hardware flow control was enabled and no cable or serial application was running on a host. Now the behavior when no cable is connected or no serial app is running on the host is controlled through a PCD. The default is for the target to continue execution even if there is no cable or serial app running. If PcdSerialDetectCable is set to TRUE, then the target will block on any transmit that does not have a cable connected or a serial app running in the host.
If hardware flow control is disabled, then this update will have no impact on behavior.

This solution defines a PCD Feature Flag to enabled support for unaligned requests through the PCI I/O Protocol. This flag is disabled by default. Platforms that do want to support such EFI/UEFI drivers that make unaligned PCI I/O requests should enable this feature.

1. Check all capsules to decide reset type instead of only checking the first capsule.
2. One purpose of MaxiumCapsuleSize is to ensure platform memory size is enough to handle capsule with reset type in PEI. Max capsule size should be returned for with/without reset flag cases.

Add PcdEmuVariableNvStoreReserved which allows a platform to declare a
memory address for the EMU Variable driver to use for the NV variable
store. The EMU Variable driver will look to see if the contents of
this memory range appear to be a valid variable store, and if so
the EMU driver will use the variables.
If a platform can preserve a memory range across system resets, this
feature can allow the EMU Variable driver's NV variable store to be
preserved across a system reset.
In the default case this PCD will be set as a fixed PCD with a value
of 0. In this case this new feature should have minimal impact on
the EMU Variable driver. (Perhaps a slight increase in code size,
but no functional difference is expected.)

1) Update the Print2 Protocol to only use arguments of type BASE_LIST. Since this is a change to the protocol definition, the GUID has also been updated.
2) Update the implementation of DxePrintLibPrint2Protocol for the update definition of the Print2 Protocol. Since the PrintLib does contain APIs that use VA_LIST, this library must convert arguments of type VA_LIST to arguments of type BASE_LIST prior to calling the Print2 Protocol services.
3) Update the implementation of PrintDxe to match the updated Print2 Prootocol
