IpIoLib:
1. Update the IpIoLib to a combined library for both v4 and v6 network stack
2. Fix a bug in IpIoIcmpHandler() - for IPv6 packet, the header length is variable (basic header + extension) rathar than fixed length.
The fix removes the IPv6 header fields and notify the user with the ICMPv6 packet only containing payload.
TcpDxe/UdpDxe:
1. Update to adapt the new combined IpIoLib
2. Add gEfiIp6ProtocolGuid/gEfiIp6ServiceBindingProtocolGuid to [Protocols] in INF file since the Ip6.h is included in IpIoLib and NetLib.
3. Pass the TCP4/UDP4 UEFI SCT test on NT32 platform.

With this update, SendForm() could support formset class GUID other than EFI_HII_PLATFORM_SETUP_FORMSET_GUID, for example, the EFI_HII_DRIVER_HEALTH_FORMSET_GUID.

Note: with this update, the limitation for "OrderedList should use array of data type UINT8 as its storage" is removed; now OrderedList could use any data type (UINT8/UINT16/UINT32/UINT64) as its storage array.

The old behavior is: if press ESC, it will exit the whole Formset.
The new behavior is: if press ESC, it will return to the parent Form; if current Form is the root Form of a FormSet, it will exit the whole FormSet.

PcdFlashNvStorageFtwWorkingBase and PcdFlashNvStorageFtwSpareBase are
now updated each time an FVB instance is installed. This allows the
PCDs to be set at runtime at any time before the FVB is installed.

Add PcdEmuVariableNvStoreReserved which allows a platform to declare a
memory address for the EMU Variable driver to use for the NV variable
store. The EMU Variable driver will look to see if the contents of
this memory range appear to be a valid variable store, and if so
the EMU driver will use the variables.
If a platform can preserve a memory range across system resets, this
feature can allow the EMU Variable driver's NV variable store to be
preserved across a system reset.
In the default case this PCD will be set as a fixed PCD with a value
of 0. In this case this new feature should have minimal impact on
the EMU Variable driver. (Perhaps a slight increase in code size,
but no functional difference is expected.)

9. the list is long enough that it scrolls when you push down once (to get to the commit option)
10. push down once and then up once (repeat) (from list selected to "commit" selected)
11. you will notice the list and text is getting corrupt
12. do it until all items in list are gone (system will assert)

1. record the distance of two neighboring VAR_ADDED type variables rather than the offset of each variable. As the field recording this info is UINT16 width, the latter causes in IA32/X64 platform, it can only cache those variables from offset 0 to offset 2^16; in IPF platform, from offset 0 to offset 2^18(extend the scope by left-shift the offset two bits).
when taking the former algorithm, the max range of caching variable is from offset 0 to offset 122*(2^16)

In UpdateVariableInfo(), the code incorrectly allocate a small memory, whose size equate with the number of Unicode name.
Should change it to be equal to the byte length of this Unicode name.

1) Update the Print2 Protocol to only use arguments of type BASE_LIST. Since this is a change to the protocol definition, the GUID has also been updated.
2) Update the implementation of DxePrintLibPrint2Protocol for the update definition of the Print2 Protocol. Since the PrintLib does contain APIs that use VA_LIST, this library must convert arguments of type VA_LIST to arguments of type BASE_LIST prior to calling the Print2 Protocol services.
3) Update the implementation of PrintDxe to match the updated Print2 Prootocol

This patch including following change:
1) Build tools:
a) StringTable in generated PCD database is changed to UINT8 array but not original UINT16, because it can also stored the ANSIC and byte array.
b) The layout of string table in PCD database is changed. To make sure unicode string is in double byte aligned, the item in string table which hold unicode string value will be put ahead than other items. After unicode string item, the HII variable name item is immediate. The byte array item and ANSIC string array item will be put at tail of whole string table.
c) Fix bug that build tools does not handle the size of unicode string, byte array and ANSIC string.
2) PCD PEI/DXE driver:
The pointer of StringTable is changed to UINT8* but not original UINT16*.

1. Remove the limitation of MAX_STRING_LENGTH and according to actual string length to store glyph info
2. fix a issue when print multi-lines, the next line will overlaps the above line. The original implementation doesn't recalculate the start point of X/Y axis.
3. refine the flow to avoid the meaningless recursive call.
4. modify the usage of "Index" to force them 1/1 mapping between glyphbuf and string. So the RowInfoArray and ColumnInfoArray can reflect the actual situation.
