Update shell binaries to use the newest EDK shell snapshot. This version has integrate the patch to use EDKII GetBestLanguage() to solve RFC 4646 language matching issue in drivers, dh, DevTree, etc.

Update the build instructions and change log:

The shell binaries are now built with Edk Shell source 1.03 release + EdkCompatiblityPkg(r2246) so that it can be built and customized under EDKII environment.
