Feng, Bob C 8391ffdc15 BaseTools: Add parameter check for the AsciiStringToUint64 
If the input parameter AsciiString length is greater
than 255, the GenFv will hang.

This patch is to fix this issue.

Hao Wu 851c97ce78 BaseTools/C/Common: Fix parameter format mismatch in scanf functions 
According to MSDN https://msdn.microsoft.com/en-us/library/6ttkkkhh.aspx

Format specification '%x' for scanf expects type 'int *', modify the type
of the relating variable to 'int' to keep them matched.

Hess Chen 1be2ed90a2 There is a limitation on WINDOWS OS for the length of entire file path can’t be larger than 255. There is an OS API provided by Microsoft to add “\\?\” before the path header to support the long file path. Enable this feature on basetools.
