In 35.5.4 EFI_HII_CONFIG_ACCESS_PROTOCOL.CallBack():
If the callback function returns with the ActionRequest set to
_QUESTION_APPLY, then the Forms Browser will write the current modified
question value on the selected form to storage.
Update the DriverSampleDxe, add a new question "Question apply test".

EFI_REGISTER_KEYSTROKE_NOTIFY and EFI_UNREGISTER_KEYSTROKE_NOTIFY require
the notification handle to have type (VOID*). The notification handle has
nothing to do with the EFI_HANDLE type.
This change is a semantic fix; functionally, it's a no-op.

When comparing the L"OFFSET=" with the ConfigResp string to find
all the "OFFSET=" in ConfigResp, should skip the character "&"
before "OFFSET=" in ConfigResp string.

In DriverSampleInit, has installed the configAccess protocol to
the DriverHandle[1], but don't uninstall it in DriverSampleUnload.
Now uninstall the configAccess protocol.

Now we add new HII action type EFI_BROWSER_ACTION_SUBMITTED in
EFI HII Configuration Access Protocol, so add the test case in
DriverSample to show how to use it and whether it works.

Once the question is refreshed,the processing should happen in the callback function
of EFI_BROWSER_ACTION_RETRIEVE case,rather than EFI_BROWSER_ACTION_CHANGING in DriverSample.

But, EDKII browser still processes the got ActionRequest. And, all HII drivers in EDKII project also returns their expected ActionRequest value on action EFI_BROWSER_ACTION_CHANGING.
Now update the browser to follow the spec, and update all core Hii drivers to keep old working modal.
Update for MdeModulePkg.

0. Remove the unused private GUID from module source files.
1. Use gEfiCallerIdGuid replace of the private module GUID.
2. Add the public header files to define HII FormSet and PackageList GUID used in every HII driver.
3. Move two EBC protocols for debug purpose from EBC driver to MdeModulePkg Include directory.

Now any call back type except:EFI_BROWSER_ACTION_FORM_OPEN, EFI_BROWSER_ACTION_FORM_CLOSE, EFI_BROWSER_ACTION_FROM_RETRIEVE and EFI_BROWSER_ACTION_FORM_CHANGING, all return EFI_UNSUPPORTED.

Update SetupBrowser driver to call Callback function (FORM_OPEN/FORM_CLOSE) based on UEFI spec, and update all EDKII HII drivers to correctly handle FORM_OPEN and FORM_CLOSE call back.
