In the Multiple thread Genfds feature, build tool generates
GenSec, GenFFS command in Makefile.
The Non-Hii Driver does not generate .offset file for uni string offset,
but the build tool has not knowledge about this in autogen phase. So
in this patch, I add a check in Makefile for GenSec command. If the GenSec
input file does not exist, the GenSec will not be called. And if GenSec
command is not called, its output file, which is also the input file of
GenFfs command, will also not exist.So for GenFfs command,
I add a new command parameter -oi which means
the input file is an optional input file which would not exist. so
that I can generate GenFfs command with "-oi" parameter in Makefile.

As a workaround for the static code checkers, enlarge the size of the
string buffer 'AlignmentBuffer' so that it can hold all the digits of an
unsigned 32-bit integer plus the size unit character (e.g. 'M' & 'K').

BaseTools' BaseTypes.h defined the ENCODE_ERROR macro as
#define ENCODE_ERROR(a) ((RETURN_STATUS)(MAX_BIT | (a)))
whereas MdePkg defines it as
#define ENCODE_ERROR(StatusCode) ((RETURN_STATUS)(MAX_BIT | (StatusCode)))
When building with GCC 6.3 (at least) the former triggers
"error: overflow in implicit constant conversion [-Werror=overflow]"
Resolve this by aligning it with the latter one.
This also requires aligning the BaseTools typedef of RETURN_STATUS with
the MdePkg one: INTN -> UINTN.
While at it, update adjacent ENCODE_WARNING and RETURN_ERROR as well.
Add an explicit initialization of *Alignment to 0 in GenFfs.c
GetAlignmentFromFile to get rid of a warning occuring with GCC after
this change (-Werror=maybe-uninitialized).

To be clarified, replace it with HOST_ARCH in BaseTools C Makefile.

Current FFS only supports 64KiB alignment for data, Per PI 1.6
requirement, we extend FFS alignment to 16M.

PI specification v1.5 defines new firmware volume file types
for Management Mode (MM).
This patch adds the new file type EFI_FV_FILETYPE_MM_STANDALONE and
EFI_FV_FILETYPE_MM_CORE_STANDALONE in GenFfs tool.

Commit 2cb8743524 eliminates possible NULL
pointer dereference in GenFfs tool source codes. However, it doesn't
correctly handle the case when the input file is of size 0. This will lead
to possible build issues.
This commits refine the logic to handle the above case.

Instead of using an anonymous section of type EFI_SECTION_RAW to pad
out the first aligned FFS section to its required alignment, use a
section with a dedicated GUID if the size of the padding permits it.
This allows for more flexibility when placing such FFS images in a
firmware volume, because we will now be able to remove padding rather
than add more, by shrinking the size of this section instead of
padding out the start of the FFS image to file alignment.
