Refresh the MIT license text from <https://spdx.org/licenses/MIT.html>,
and add "SPDX-License-Identifier: MIT" for easier parsing by machines.
This follows the tree-wide adoption of "SPDX-License-Identifier"s, made
for <https://bugzilla.tianocore.org/show_bug.cgi?id=1373>; in particular:
- commit 304bff7223 ("edk2: Change License.txt from 2-Clause BSD to
BSD+Patent", 2019-04-09),
- commit 75fae505b7 ("OvmfPkg: Change License.txt from 2-Clause BSD to
BSD+Patent", 2019-04-09).

Add top level License.txt file with the BSD 2-Clause
License that is used by the majority of the EKD II open
source project content. Merge copyright statements
from the BSD 2-Clause License files in each package
directory and remove the duplication License.txt
file from package directories.

The MIT license will be used for several source files that are necessary
for the Xen PV drivers. So this patch makes it explicit by adding the
license with a note about which directory will have source files under
this license.

Contributions.txt documents the contribution process for all
tianocore projects. The conents of Contributions.txt should
match in all cases.
License.txt is a per-project document showing the license terms
used by that project.
