Cohen, Eugene 82ea9a6b59 ArmPkg: DefaultExceptionHandler fixes for use with DxeCore 
Modify the DefaultExceptionHandler (uefi-variant) so it can be used by
DxeCore (via CpuExceptionHandlerLib) where the debug info table is not
yet published at library constructor time.

oliviermartin 619b399888 ArmPkg/DefaultExceptionHandlerLib: Added support to the BASE-type library 
This library could be used before the UEFI phases to expose the CPU state
when an unexpected exception interrupt the firmware.
