When driver is unloaded, the ExitBootSerivesEvent must be closed at
the same time. Otherwise exception will occur when ExitBootServices.

After ExitBootServices, some pointer would be invalid such as
the Protocol pointer and gST. The function depend on those should
be prevent. So disable the related function while after
ExitBootServices.
Change the gST to a internal one, because there will be a cycle
consume between UefiBootServicesTableLib and DebugLib due to the
library constructors.
Also remove the SMM support for this instance.

Removing rules for Ipf sources file:
* Remove the source file which path with "ipf" and also listed in
[Sources.IPF] section of INF file.
* Remove the source file which listed in [Components.IPF] section
of DSC file and not listed in any other [Components] section.
* Remove the embedded Ipf code for MDE_CPU_IPF.
Removing rules for Inf file:
* Remove IPF from VALID_ARCHITECTURES comments.
* Remove DXE_SAL_DRIVER from LIBRARY_CLASS in [Defines] section.
* Remove the INF which only listed in [Components.IPF] section in DSC.
* Remove statements from [BuildOptions] that provide IPF specific flags.
* Remove any IPF sepcific sections.
Removing rules for Dec file:
* Remove [Includes.IPF] section from Dec.
Removing rules for Dsc file:
* Remove IPF from SUPPORTED_ARCHITECTURES in [Defines] section of DSC.
* Remove any IPF specific sections.
* Remove statements from [BuildOptions] that provide IPF specific flags.

1. Usage information in INF file comment blocks are either incomplete or incorrect.
This includes usage information for Protocols/PPIs/GUIDs/PCDs/HOBs/Events/BootModes.
The syntax for usage information in comment blocks is defined in the EDK II Module Information (INF) Specification

1) Define new DebugPrintErrorLevelLib that produces an API that DebugPrint() APIs in DebugLib implementations can use to retrieve the current mask for filtering DebugPrint() statements.
2) Add a BASE type implementation of the DebugPrintErrorLevelLib that directly accessed PcdDebugPrintErrorLevel to provide backward compatibility with the current EDK II DebugLib behavior.
3) Update description of the DebugPrint() API in the DebugLib to describe the new dependency on the DebugPrintErrorLevelLib that replaces the prior dependency in the PcdDebugPrintErrorLevel PCD.
4) Update the comments in BaseDebugLibNull to match (3).
5) Update BaseDebugLibSerialPort to use DebugPrintErrorLevelLib instead of the PcdDebugPrintErrorLevel PCD.
6) Update UefiDebugLinConOut to use DebugPrintErrorLevelLib instead of the PcdDebugPrintErrorLevel PCD.
7) Update UefiDebugLibStdErr to use DebugPrintErrorLevelLib instead of the PcdDebugPrintErrorLevel PCD.

2) PeiCoreEntryPoint following PI.
3) UefiDriverEntryPoint following UEFI/EFI.
4) PeiServicesTablePointerLib following PI for IPF and x86.
5) Remove many CommonHeader.h. If there is only one C file in module, we should add the common headers in C file instead of creating a new CommonHeader.h.
