To convert these files I ran:

$ python3 BaseTools/Scripts/ConvertUni.py MdeModulePkg

Star Zeng a2918326ac MdeModulePkg: Add VarCheckPcdLib NULL class library 
The check will be based on PcdVarCheck binary that generated
by BaseTools.
