Wenxing Hou 750d763623 SecurityPkg: add DeviceSecurity support 
This patch implement the SpdmSecurityLib,
which is the core of DeviceSecurity.
And the SpdmSecurityLib include Device Authentication and Measurement.
The other library is to support SpdmSecurityLib.
