Long Qin 10cd747d33 SecurityPkg: Add ARM/AARCH64 arch to enable RngTest module build.

Adding ARM and AARCH64 to SUPPORTED_ARCHITECTURES in SecurityPkg.dsc
to enable RngTest module build, since this is one platform-independent
application.

Dong, Guo 60c944c7d6 SecurityPkg: INF/DEC file updates to EDK II packages
1. Usage information in INF file comment blocks are either incomplete or incorrect.  
This includes usage information for Protocols/PPIs/GUIDs/PCDs/HOBs/Events/BootModes.  
The syntax for usage information in comment blocks is defined in the EDK II Module Information (INF) Specification

Long, Qin 3aa8dc6cd3 Add UEFI RNG Protocol support. The driver will leverage Intel Secure Key technology to produce the Random Number Generator protocol, which is used to provide high-quality random numbers for use in applications, or entropy for seeding other random number generators.
