Ard Biesheuvel 0169352eaa ArmVirtualizationPkg: add XenIoMmioLib ...

This adds a XenIoMmioLib declaration and implementation that can
be invoked to install the XENIO_PROTOCOL and a corresponding
grant table address on a EFI handle.
