Yonghong Zhu 017fb1cd4c BaseTools: fix PLATFORM_DIR variable value for multiple workspace ...

when enable the multiple workspace, the PLATFORM_DIR still is
$(WORKSPACE)\AnyPkg, even though it is in a PACKAGES_PATH folder. this
patch fix this issue to use the real path.

There is a limitation on WINDOWS OS for the length of entire file path can’t be larger than 255. There is an OS API provided by Microsoft to add “\\?\” before the path header to support the long file path. Enable this feature on basetools.
