REF:https://bugzilla.tianocore.org/show_bug.cgi?id=3812 The PRM Configuration protocol is used by PRM module configuration libraries to describe their resources so that a generic PRM Configuration DXE driver can prepare those resources for OS runtime. Therefore, multiple instances are expected in the system per boot with approximately one instance per PRM module. All PRM Configuration Protocol instances must be installed prior to end of DXE.
