MdePkg	DxeCore.h, PeiCis.h and Uefi.h should not include <Protocol/Pcd.h>. If a module need to resolve PCD macro (FixedAtBuild, BinaryPatch or Dynamic), the module should declare that it consume PcdLib library class in MSA file.
