1. Add GLOBAL_REMOVE_IF_UNREFERENCED to all globals
2. Update NTOHL and NTOHS to be BaseLib func SwapBytes32/SwapBytes16
3. Remove duplicate NET_SWAP_SHORT (to use NTOHS instead)
